01 / Structure

One report,
five questions.

The value of a technology transfer institution is hard to capture in a single number. So the report answers five questions — who does the work, what was done, where the channels are, where the money comes from and where it goes — and discloses a checkable indicator against each.

03 / Definitions

The definition matters
more than the number.

"Ten projects commercialized" can mean very different things in two institutions' reports. Below are the aggregation rules this report uses — checkable, and the basis on which we can compare notes with others.

  • "Total headcount" means people employed at the institution as at year end. For a technology transfer office inside a university or institute, only staff of that office are counted.
  • "Technical contracts" means technology development, technology consulting and technical service contracts.
  • Service channels fall into three categories: own branches, jointly built branches and liaison offices. Branches include subsidiaries, sub-centres and representative offices.
  • "Technical revenue" means revenue from technology transfer and related services during the year, plus revenue from pilot-scale products. Ordinary trading revenue is excluded.
Formula 01 · Deal count

Total deals closed
  = assignments + licences
+ equity in kind + technical contracts

Formula 02 · Deal value

Total value of deals closed
= assignment value + licence value
+ equity valuation + technical contract value

Formula 03 · Programme revenue

National and local programme revenue
  = national programme funding
    + local programme funding

04 / Itemized List

How each project
is recorded

The report attaches an itemized technology transfer service list, with one row for every project above RMB 100,000 in transfer value. The fields cover the result, the contract, the mode, the value, the period, the pricing, the destination, the service type and the revenue model.
